When I first saw this, I thought it was referencing that the hood didn't come with hydraulic hood lifts. I never noticed that the weird cthulu mouth was only on one side.

It's part of the rain tray; it's more about keeping water from sheeting down the windshield and dumping into the engine compartment over the top of the motor than it is about keeping stuff from blowing out over the windshield.

You're right though, you can see it on all manner of cars:

That rubber seal (in conjunction with the molded plastic or sheet metal on older cars) helps redirect water to the fender drain vents/holes at either side.
