The real answer to that is, it depends.

If you are driving around town, accelerating hard to get to 30MPH then stopping every block or two that is bad.

If, on the other hand, your goal is to get to an optimal cruise speed/gear over a longer distance, getting to that point more quickly will balance out over time and "average out" because you are at a lower fuel burn longer and you are covering less distance at the slower fuel burn.
