Perhaps look at foothill expressway? Where in the southbay are you located? You could even do 101 in the early morning hours.

You can always make the trek across the bay bridge into Alameda, I've done numerous bed-in's at the naval base the night/morning prior to my track days (since I swap pads every time)

There's a zillion business and industrial parks in the Bay Area. They'll be pretty empty this week.

Dumb question, but how? The first session is packed with cars, and don't the pads need to be cooled down after bedding in?

I just did this at the last track day after having to change my pads in the paddock... yes it helps if there is little to no traffic, but you should be able to do it regardless. Just wait until everyone else goes out, go out last and let them all get a good ways ahead of you. Then just drive as you normally would on track, until your brakes get good and hot. Once you're sure they're properly heated up (probably after a few laps) come in and park it to let them cool down. Yes you're not getting full use out of that session but that's the proper way to do it.
