I suggest you make a copy of the part of the rental agreement about the loud music after 10 PM and tape it on his door.

* maybe he is not aware of the rule?

* maybe he will think the apartment manager put it there as a notice?

I recall back-in-the day in San Jose, just after moving into my first house, late one hot summer night some member of a motorcycle gang was visiting a neighbor down the street. He kept roaring up and down the street in his Harley.

I bolted out of bed, threw on a robe and briskly walked down the street to confront him. Just as he and the neighbor were about to close their garage door, I yelled at them to "knock it off".

The Sunnyvale Motor Rat Harley rider yelled something back and the neighbor told him to knock it off because he said that either I was a MMA fighter OR I had a handgun in my robe pocket OR, I was nuts OR some combination.

They closed their garage door and that's the last I heard from them.

See that's what I thought too. I was later (after college/meeting my now wife) informed that about half of them did, in fact, have said crush. Which explains a lot looking back on it... Teenage angst is a thick fog of dumb I tell you lol.

I would circumvent this by calling over friends and having them pretend to be tenants from different units complaining about noise. After 2-3 he should be all good

Rant

I'm at Call Center covering few hours due to few of my co-workers called in sick today... which I'm totally fine with. Not fine is, HR. 2 days in a row I've helped this bank called to ask certain staff's employment. He claim he have been leaving message for a week, but HR haven't got back to him. That employee suppose to be closing on the house and bank need to verify her employment (which I guess need to happen today). These lazy ass HR aren't here AND not bothered with checking their messages. Welp, guess that employee won't be closing on the house today.
