After a while, some new evidence may emerge that challenges the theory that we formed. After confirming that the new evidence is accurate, we form a new hypothesis that takes into account both the old evidence and the new evidence. Etc., etc. Any resulting explanation (i.e., theory) is a successively refined description of the facts of the physical world as they have been observed. One must also keep in mind that the observation could be faulty, in which case back to square one. A good example is that of Aristotle's experiment of burning a block of wood over a flame and observing what occurred during the process of combustion. He determined by his observations that the world was made of four "elements": Earth, Air, Fire and Water. The earth was the leftover ash, the air was the steam and other gases escaping from the burning wood, fire (self-explanatory) and water (liquid dripping from the piece of wood as it burned). What he had actually identified were the four states of matter: solid, liquid, gas and plasma. He did not, however, recognize that his model was far too rough to have any useful descriptive or predictive powers, nor did he form any sort of hypothesis that was capable of being tested or rejected. Over millenia, that model was refined until we have reached the model (chemistry) that we use today. It is obviously still not complete as a model, but it is much closer than the one Aristotle used. In 500 more years, the model will be better still. What is not scientific is to develop alternative explanations for evidence that are not testable or verifiable. Saying that NASA faked it is an example of that sort of argument; short of some sort of compelling physical evidence to the contrary, it is not reasonable to doubt the explanation that the Earth is round based on the available evidence.

Not all balloons rise; fill it with argon and it will drop like a stone in a pond. That is because argon is 20 times denser than air. Less dense matter floats on top of more dense matter. Gravity pulls on all of it, but the denser stuff sinks to the bottom first.
