Yes. They are also carrying to the 2022 models, but are part of the fender now.

Yes, they go behind the rear wheels. But they could be just so that the 17x8/18x8 sti wheel doesn't portrude outside the fender (asbper regulations). I know suzuki swift sport has something like this too.

It is not an STI part. It came on all trims at least in the US on 2020.
