Suspension improvements; better tires, wheels, etc, allow you to go faster in the twistys or on the track, thus allowing you to use the higher torque available in the upper rpm range. So in a very real sense, these could be considered "power" or "performance" improvements as well, even more so than many engine or power train mods. Car is not about straight line speed. Just something to consider.

really surprised no one has mentioned a radar detector
$400 valentine 1. Best mod i ever bought. Saved me a TON in speeding tickets and insurance. I average 90-100 on the highway with my daily 40 mile commute and have had a clean record for 5 years
