Image stabilization, bah. Just a crutch for bad hardware.
To get crisp, sharp photos in low light condition you only need:
- Steady hands and firm foothold
- A full frame digital SLR (low noise at high ISO levels)
- A wide aperture lens (f1.8 or better)
So for the price of a small car you can get a bulky and heavy lump of equipment to carry around that will meet all your photographic needs.
After you learn how to use it. They're almost as easy to operate as a cold war era Russian submarine, so no worries.
It will also break if you drop it and make you look like a tourist of the "easy target" variety. Fun for everyone!

You are right, the S4 did not have any image stabilization. Maybe it's time for an upgrade -
