If the resistance is NOT there, but comes BACK when he puts the pads back in, then it is the brakes. Simple process of elimination. Make them fix it. Tell them you don't feel safe driving the car "because if it is a dragging brake pad, it can boil the brake fluid" and when you go to jam on the brakes you have no brakes at all. If you make them think you are concerned for safety reasons, they HAVE to address the problem or it is a liability issue for them.

I reread the whole thread and I do not see anywhere that he said he modified the brakes.

Look at the pic. Could be only paint but still enough for them to hang their hat on if they wanted to deny. If a wheel bearing they could argue the drop. Not saying it is right or that they would just that they could try!
