Sounds like Toronto Hydro really just wants to get paid regardless of what's actually used.
It is a PERCENTAGE of your use. It is based on what you actually used. It may vary slightly from market to market since mine is about 40% and yours is about 55% but it is still based on use. It is simply how they break the price up. You are not paying more than anybody else.
They could just say that instead of 10 cents a kilowatt hour the price is 20 cents and you would never know. You pay a pittance a month anyway so I am not sure what your whining is all about.

My Hydro bill this past month was $52.50 and $26.50 was delivery. Pretty much 50% of the bill. It has to get here somehow lol

The concept that how much you use is what determines the delivery price seems alien somehow. If somebody used $1 worth they would pay 90 cents delivery. If they use $100 then they pay $90. At work our monthly delivery fee is $120,000.
