knew a guy that ran an excavation company, built a moderate office space morton building, had it mounted on 12x12 skids, so he could pull it around the yard with 2 excavators. pissed off the city, as it's a temporary structure, so it couldn't get taxed as normal office space

I have no idea what is going on here. Is First Sergeant higher ranking than PT Captain? What is a Log Run? Why is this scenario wrong?
