Ah, that isn't a recall level problem, so I can see why they would refuse to do the work if you are out of warranty. Usually when there is a safety recall, the work can be done regardless of warranty status. The TSB is merely Toyota's instructions for how to fix the specific issue, not a command to fix every car with that issue. I know that isn't what you wanted to hear, I'm sorry...

Yep^
TSB stands for "Technical Service Bulletin" and it is simply the instructions to the Techs on how to fix the problem.
It should not be confused with a Recall which means they have to fix the problem.

Exactly, and if you need proof look at my "weeping" tail light that was not fixed per the TSB because it started less than 200 miles after the warranty period.

This is a big help! Thanks OP! I noticed nasty vertical scratches on both side windows. ... The dealer has to replace a bunch of parts. This reminded me to inspect my car before the warranty goes out later this year.

TCM Reprogramming File Availability for Engine Idle RPM Fluctuation on 6AT- Equipped Models

This bulletin announces availability of reprogramming files for optimizing the Transmission Control Module (TCM) on all 2015 and some early-production 2016MY vehicles to control an engine idle speed fluctuation condition when in Park or Neutral. The cause is incorrect operation of a back-up program the TCM uses in the event of a turbine speed sensor problem. Affected vehicles may see a fluctuation of approximately 200 rpm (between 600 – 800 rpm idle speed).


I don't have the proper documentation pdf for this one as I don't have access to the Subaru equivalent of techstream, but the issues this fix are the same as 2015-2016 owners were experiencing including myself here:

Another minor recall.

The Capacity Modification Label is incorrect in some models, including the FR-S manufactured 1/28/2016 to 3/14/2016.

Details here.

Now don't be overloading those vehicles!

SUMMARY:
Southeast Toyota Distributors, LLC (SET) is recalling certain model year 2016 Toyota Yaris, Rav4, Land Cruiser and 4Runner vehicles, and Scion FR-S, iM, and TC vehicles manufactured January 28, 2016, to March 14, 2016. The Load Carrying Capacity Modification Label may not reflect the correct added weight of the installed accessories. As a result, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 110, "Tire Selection and Rims for Passenger Cars."

my stealership never called me back about the ignition key recall after i contacted them several times..so i gave up trying to get them to look at it especially after i tried to remove the key in another gear than Park and it seems to work as intended

I finally thought to look at this thread and was so happy to see:

S-SB-0021-15 : Idle Fluctuation in Park or Neutral

This is the problem I've just been silently dealing with for almost a year. Armed with this TSB and a video I made of the problem, I'm getting this taken care of... FINALLY!

So with all of those problems listed can I take my FRS to my Toyota dealer to get them fixed? I just bought a 2013 FRS.

Since none of these are really safety recalls (well there are a couple but they are minor, a sticker on the car and one that applies to AT cars if you can pull the key out while in a gear other than park) it would have to be under warranty, and showing the problems.

A car purchased used can still be under warranty. A 2013 is very unlikely to still be under the 36 month/36K bumper to bumper warranty, although I suppose its possible if it were purchased late in the 2016 model year (the 2013 first went on sale in 05/2012). The powertrain warranty (60/60) may still be in place, and would cover a few of them.

If you aren't the original owner and have no proof of when it was originally purchased the dealership will use the VIN to determine the start of warranty, which will be the day it was originally sold.

One I would consider getting done is the fuel pump one, but I would put it off until near the end of the warranty period. Not so much because it's a real mechanical issue but because it ends up giving you a new fuel pump.
