Supercharger

You can get Jackson and Vortech Tune-it-Yourself kits at this price no problem, and Innovate Intercooled for a couple hundred more. You could probably get one cheaper if you ask around and/or kept an eye out for deals or sales and whatnot.

Tune

This $700 amount is probably going to be a little high if you plan to dyno-tune at a nearby shop, and will probably be a little low if you plan to do a remote tune since you'll have to pick up the ECUTEK kit.

Installation

You'll be installing this yourself on this budget, bub. The Innovate has a good reputation for ease-of-installation, and the Jackson instructions look stupid simple. The Vortech instructions scare me, but each to his his/her own.

Dual Catch Can

For catching blow-by oil and what-not. Consensus is that this is a must if you want a prayer of your supercharged car making it to 100k miles.

Boost Gauge

Gotta keep an eye on that boost. Over-boosting with a supercharger isn't a big fear, but you still need to keep an eye out for boost leaks.

UEGO Wideband

Gotta keep an eye on those AFR readings, you don't want to pull a nelsmar (I kid I kid).

Gauge Pod

Gotta put the pods somewhere

Scangauge II

This fella will let you see your intake temps, coolant temps, and oil temp. The oil temp is especially important because you didn't want to spend the cash for an oil cooler. You need to know when the oil is getting hot so you can ease off.

Obviously there is a lot of wiggle room here, it's just a starter budget for the noobs who come a'callin.
I'd recommend adding an engine oil cooler

I have found you spend almost the same amount in supporting mods on a turbo as the turbo itself, particularly if you don't do the labor yourself. Also, some of the components in these kits aren't going to last longer than 10k miles--melt, break, etc.

Clutch, gauges, oil cooler, ecutek cable and license are all expenses most people overlook and can cost half the price of the FI kit.

Clutch - Only necessary for big power. If you're making this much power... then you should be prepared to be spending. How much do 300whp cars cost from the factory?

Gauges - Use a OBD2 scanner instead. You don't need a boost gauge; you'll know if you're losing boost.

Ecutek/cable/license - Included in the CARB kits for $5k or so.

Oil cooler - typically the only other major cost, if you get a setup that includes a tune.

@CSG Mike - I don't want to go totally off topic, so this is directly just towards you. I currently have the OFT, if I were to go with a supercharger, and I got custom tuning through Shiv, would that still work? It should right? Or is EcuTek mandatory despite the fact I am focusing on a DD spec.

No. Just no.

If you guys want to play with a nitrous shot equivalent, that's fine by me. But this is a pretty interesting thread and I would love it to stay focused on getting to higher power at a "near to or better than OEM" level of drivability and longevity.

This is absolutely on topic!

I have my suspicions about the answer....

You can get the greddy kit installed and tuned for about 6k but you won't have any addons that will be needed if you want to push the kit past it's advertised stats.

Don't forget to add in tuning and your license cost depending on the platform you choose.

My buddy did a P/L Stage 2 turbo kit, with new injectors, new clutch, tuning, gauges, etc and his final bill was $12k. High power is definitely not cheap.

one of the shops on here hit almost 400whp on stock fuel system i believe

This thread would be more beneficial if the posts were from those who have done these FI builds with an itemized list like @tendogy has done.
