Are there any turbo kits out there that have this option?

I know PTuning and Works turbo kits let you use whatever header you want since it connects at the OP location

Same with P&L, the have a kit that let's you use their header, and you can get their header catted.

The Blitz turbo kit. But I see you live in Washington, we don't do emissions for our cars so not sure why you'd want a cat it just yields less power.

It's not convenient but I would put the cat after the turbo, especially if it's the oe cat or anything less than an hjs or equivalent quality.

Just weighing my options at this point. I couldn't even stand a non-catted UEL...
I am leaning more towards a supercharger. |

If you stick with a turbo plan, also consider this:

The cat on the header is a precat, designed to warm up the main cat I thought. I believe emissions will rise after precat removal but mostly initially. Once the main cat reaches sufficient temps to work, the lack of a precat might be minimal. I could be wrong.
