For plastic I would probably even take a Scotch Brite pad or a 3M scuff pad and give smooth surfaces a light pass to give the paint something to stick too. If you don't there's a good chance it'll flake off later. Especially with materials that see heat cycles.

Start with a good clean, scuff, then follow steps Tcoat mentioned. I like using an alcohol based oil remover at the end to Ensure there is zero residue on the surface.

On a purely personal opinion and subjective note don't go nuts and paint everything that doesn't move orange.
I did get a good chuckle at the sweet custom intake! Though, I definitely only wanted to paint the 3 items mentioned prior. All that blue is overboard for sure. The hosing I could see being a thing in red for me, but damn... thanks!!

So I am guessing horsepower-wise for the cover is: Red > Blue > Black. I wonder.

But without any, you save at least .2lbs. It also helps improve the center of gravity and weight distribution.

I've removed it on mine, and I gained up to 10mph in some corners.
