Relative to the car body mud and such will be flung forward from the top of the tire, down from the front of the tire up from the back of the tire, and back from the bottom of the tire.

Relative to the ground mud and such will be flung forward from the top of the tire, forward and down from the front of the tire, forward and up from the back of the tire, and nowhere from the bottom of the tire.

Relative to a burnout or drift mud and such will be flung into another dimension because vrooom. But for real it will be some varying fraction of both of the above.
