Does summer e85 have higher ethanol content than winter blend?

Itís not 85%, but any of the classes is allowed 83-51%
The less gasoline, the more additives you need to keep it from thickening when cold

It doesn't matter if the additives are gasoline or something else, the ethanol percentage will lower either way. Gasoline is just the most common additive. Regardless, ethanol percentage lowers in every state in the winter and raises in every state in the summer.
