Depending on the actual style of vent, I would honestly use cardboard to make a template. Then just cut out a piece of lexan or fiberglass. Then use weather stripping to form a seal. Drill two holes with silicone to add a handle. Push it in from the top to seal, pull out from the top to unseal.
