I'm not so sure. The cars have to meet modern EPA requirements so that alone means it's not a pure replica, but more a modern take on it.

Well, to be honest, I thought the law was making this legal without the need of having a name plate to attach to a new car:

But I was also saying that the car can be an exact replica that doesn’t need to comply with modern safety standards set by DOT, not just getting a pass on crash tests and safety equipment. For instance, headlight heights, hood heights or styling from the past is basically illegal now. Those cone, pointy lights on classic cars that are no longer legal are now legal. Those thin A pillars—legal. This was possible as a kit, but not in a turn-key car.

Yes, it will need to have an engine that meets EPA/CARB requirements, so that means an engine that has modern equipment, but it won’t be bound by fleet, fuel-efficiency laws. Passing CARB isn’t too hard these days. For instance, there is a Miata turbo kit that is CARB legal as long as you cut off the old cat and weld it on the new system. Such things would have been impossible in the past. CARB isn’t that unreasonable. If someone wants their Webber carburetors then they can do the kit route. This will be a cool option.
