Otherwise they wouldn't do it.

I'd op is dumb enough to not have $25k in cash, which is why he skipped insurance, then it's a safe bet he can't fix things either .

Yeah that's true, but to be fair I did it in my little garage buying harbor freight tools as needed and it was my first time ever doing something like this. But I also wanted to do this and even though I'm not a super experienced mechanic, I have pretty much always fixed my own cars because I couldn't afford to pay someone else.

his car and the car you bought aren't even remotely close to having the same damage, his car is way worse and has frame damage. best bet is to buy a flood damaged car and swap all your good components over or tow it home and part out every good part and scrap the shell.

Assuming you own one, do you have insurance on you home or do you self-insure that as well?
