I don't know the answer to either question because the work hasn't been done yet. I'm scheduled to drop the car off on the 7th of Feb. The administrator said something about doing them in groups. She said I could bring it in earlier but the work won't begin until the 7th. And Toyota doesn't have a loaner I would rather drive than my FR-S. She said it would take about a week. It's good to know they won't be in a hurry.

By "free" you mean labour charges right? The WO says "will provide parts" that means you are still buying the parts correct?

While I'm here I have an important note to make.

TALK TO THE SERVICE MANAGER NOT AN ADMINISTATOR.

The service manager knows what's going on. The administrator only knows numbers. My first contact with the dealership was over the phone to an administrator. She didn't have a clue. She said she would have to find out how much it would cost for the additional labor. So I drove to the dealership and talked to Jay the service manager. He knew exactly what's going on and quoted the zero labor to the administrator.
When the car was new it came with a bad transmission. 5th gear syncro. Jay replaced the transmission and asked if there was anything else I wanted done while he was at it. (Clutch, TOB, aftermarket exhaust, whatever). Since the car was brand new I declined. At that point the TOB issue was unknown.

And that was the last time my car was in the shop. 145,000 miles ago. With absolutely no problems since.

I'm not real sure. I ordered the sparkplugs on line yesterday. I really wouldn't expect them to pay for those. I was looking to buy a TOB online too but it was confusing as to what part number to get. I saw prices for the Subaru TOB as high as $280 and for the Toyota part as low as $15. So I called the dealership and the parts guy said they just ordered 12 of them for "the recall". I told him I was on the list. He asked me my name and said he already ordered me one. I asked how much it costs and he said $21. I believe there was a TSB on the TOB so maybe they will pay for it. Maybe not. I don't really care. I'm having it installed for free.

I know timing chains are technically lifetime items, but I also know things can fatigue and stretch.

156k miles here. Would anyone think to replace their timing chain since it comes off during the recall or just let it be?

I believe the timing chains have tensioners on them, so, I would just leave them on the car.

It is removed as part of the recall already. So it's one of those "no extra labor" things if replaced.

Yes, I realize that, but I still would not replace them with new chains.

Why? New chains will cost money for the part.

Iffen it ain't broke, why fix it?

The old sprockets and guides just got used to the old chains and they got along just fine - NOW, you wanna go messen with that relationship??

I don't think it would be bad to change the tensioner and slippers but the chain and sprockets are most likely ok. That being said my 06 Durango with the 4.7ltr V8 is supposed to have the chains replaced at 190k, there are 3 (!) and it's crazy expensive so I'm just going to push my luck with that because I could replace it with a 5.7 Hemi for less than the cost of replacing the chains if something goes wrong.

Provided a new OEM clutch (pressure plate, disc, and TOB) to the dealer, they asked for $300 to install. WTF?

One of the dealers near me has a "special package" for $399 for full hose and belt replacement.

So, I'll throw this out there for yall.
I'm a master at Toyota.
The plugs have to come out, so charging anyone for labor is bullshit.
The clutch does not have to come off, but so far I've offered everyone I've done the job for free labor on the clutch since it's only 5 extra minutes to remove and install.
I absolutely hate when customers get irate over demanding free stuff because they feel entitled, but I would suggest on this one, talking to the service manager over the spark plug replacement charge.
The sst's that come in for this recall come with a dual air fitting to keep 2 cylinders aired up at the same time.
In order to this, the plugs have to come out
