Power Steering Noise

So I went to look at a 2013 scion fr-s today and anytime you would crank the wheel all the way to one way it would draw power and idle would drop. Is this normal for these cars or is something wrong with the power steering pump?

Also when throwing in a blue driver obd2 code reader it wouldn’t register or pop up at all, any reason for this as well?

1. The power steering in these cars is column mounted electric, if you go all the way to lock and try to keep turning / hold it forced to lock EPS will turn off. Idle dropping sounds somewhat strange, but we'd need a video to further diagnose.

2. Sometimes the OBD port pins get pushed back out of the connector and need to be pushed back in to their seats.

I wish I took a video but, I was at a red light in neutral, and I would crank the wheel all the way to one side and it would drop to about 350-400rpm. It wouldn’t die but you could tell something was drawing power when in full lock. Car had 60,000 miles and was stock other than an exhaust. Could be completely normal with these cars but again I don’t have much experience. I plan taking it to get pre inspected before buying but thought I would try here first. I appreciate the info (:

"Dropping" to 750 RPM sounds to me like it was still cold. 650 is normal idle speed.
