I hate to say this, but I suspect that this particular car has more problems with it than just missing parts, which is why the previous owner got rid of it.

With the E85 kit removed by the PO is it even tuned for E85 or has it defaulted to gas.
Should have test driven with PO before buying. Should have bought a running car with needed parts.

Might be worthwhile looking into legal options (not sure if you have any recourse under a private sale)

His ECU is still tuned for flex fuel. His ECU is looking at whatever is plugged into the ECU's input of the rear O2 sensor, be that the output of an Ethanol content analyzer or an O2 sensor. The people that are running straight E-85 have a specific tune for that mix and don't require an input on the O2 sensor wire to the ECU to tell the ECU what the Ethanol content of the fuel is. It's predetermined by the tune. That's the main difference between a flex fuel tune and an E-85 tune.

And remember, most pump gas these days already have up to 10% Ethanol in it already.

The ECU needs to be reflashed to stock or he needs to install a new flex fuel kit.

EDIT: And then figure out where that smoke is coming from.
That's gonna depend on the kit. My flex fuel kit retained both o2 sensors and used a third input from the ECA. I believe the newer Delicious kits use the rear O2 plug for the ECA input. So depending on the kit, I might still be right.

Okay, I'll give you that. But since the OP originally said that he was getting upstream O2 related codes and didn't mention any downstream related codes, that tells me that the tuner may have disabled the downstream codes from being able to trigger a CEL.

One thing the OP didn't mention though, is if the headers that the seller had in there before he sold it were catted or not? If they were not, I would tend to think that the tuner used the O2 input instead of the EVAP input....Which is one reason why the OP should get back with some questions to the seller.

If it's tuned, it's very unlikely to have downstream codes regardless of kit
