Some insight into the problem:
This is a common problem the government (and any large bureaucracy) has. Basically the guy at the top is playing 5 games of telephone with people who are also playing 5 games of telephone and that continues for 5-10 layers until you get down to somebody who actually understands/generates/calculates all the numbers. Because of that, the caveats and classifying statements often get cut out of the conversation because the middle management keeps simplifying the reports. Eventually something important gets dropped.

It sounds like the guy in charge recognizes it's an organizational problem (which is indeed his responsibility) rather than pointing fingers. Hopefully folks don't go apeshit on him for it.

The advantage of having a General leading the charge. I've worked for several retired Generals in my command chain. They all had this straight forward attitude, at least public facing. That doesn't mean he isn't looking for right answers and calling subordinates on the carpet to explain, but he's not going to do that publicly.

Didn't understand why toothbrushes were on the way down.. I think Corona beer is doing well on the back of the virus.. Next year we'll have Bud-20 virus, who knows another beer may get a look in..

Most people are fairly disgusting. Given the opportunity to not brush their teeth, people are down. Ever notice the number of men leaving the public bathroom without washing their hands? You should see the bodies that come into the ER. If there are any ladies with large tatas on this forum: make sure to wash under those things and try to keep them dry. Boob yeast is one of the raunchiest smells. And guys, especially you dudes packing a few pounds and who are or might be diabetic: take care of your feet and trim your nails. It always amazes me what people are willing to accept living in or around, and that includes their body.

As an occupational therapist and Lymphedema therapist... I can confirm. Some of the smells that come from some of these crevices are horrific and gag inducing.

I had a coworker at my last job who would never wash his hands. Then he had a kid last year and he was like "I want to make sure we teach them good hygiene", and I thought to myself... dang what's your idea of good hygiene?

It is less common, but it is worse if it is there, and even worse for lady parts. I’ve assisted with many Foleys. Underwear absorbs a lot of moisture. Bras, not so much, and what’s worse, many older, large-breasted women don’t wear a bra, so there is a lot of tissue on tissue. I’ll let you look up the pictures.
