Buying MY13 - recall question

Has anyone purchased a MY13 in CA since the recall on a car that has NOT done the recall yet?

Wondering if it has held up reg for anyone since it needs to be smogged for transfer.

If the recall is safety related (which I think it is), DMV can actually hold registration until they get the orange slip. You’ll be able to pay for the reg - but they won’t send it to you regardless of smog.

I worked at a credit union doing auto loans back when the VW emissions scandal was going on - for one memorable client, I drove all the way to Manteca to get that damn slip.

I thought I read that California had released the holds on registration since there were so many issues with the recall.
