So do you think it's possible to manipulate this table to increase starting reliability in the cold? I imagine if you set it to 1500rpm it'd be a long crank, and then successful turn over, rather than the typical Subaru 4 crank lazy start

Pretty sure it doesn't work like that. It's likely part of the logic for the ECU to know that the car is started.

My car's startup is set at 1000rpm. I've not experienced any issues with it during winter but our winters aren't that cold.

With stock oil weight and a new battery, starting at -20f is slowgoing, but it happens. I was just interpreting this as a way to coax more effort out of the starter cycle, but it seems I was wrong

It would be nice if it worked like that, but I'm not sure the starter can even hit 1000 rpms alone. I would imagine if you set it higher you might end up overdriving the starter.

I agree that this seems to be a timer of some sort, a pulse width.
