It is in fact a military tactical vest for carrying equipment and magazines (not the book type).

I don't think they issue those anymore. But what I do have is a high speed/low drag ranger blanket with a zipper for where your head goes through for poncho mode so that you don't need to cut it up anymore.

I have to admit that it does get more use as an evening gown for drinking in the shacks than used as a poncho in the field when its cold.
