I would remove any rubber part from the assembly before doing any paint job to avoid vulcanization of the rubber parts. Also, I would recommend a good wet paint (primer, base and clear) that is less prone for chipping and other related failures instead of powder coating. Being aluminum caliper, it is pretty straightforward for painting.

I agree use paint. I have had good luck with POR15 caliper paint. I put on an insane amount of coats with a brush and the paint levels well and looks like it was coated. Not as good as coated but close. Then I ceramic coated them before I put them on the car.
