How to measure flushiness?

What's the best way to measure when wheels are flush with fenders?
And, when they are, can they interfere under compression (front ones)?

Yes.

Recommend you find a graphic for how wheels/suspension move under compression on any car, particularly anything with a MacPherson strut design.
