Not in the same way, but there are scenarios where actual boost could exceed target boost.

For the Edelbrock that would likely only happen if the bypass valve wasn't functioning correctly, and I'm actually not sure if it's used to bleed off excess pressure at high Rpm or purely used when the throttle is closed. On centrifugal kits it's pretty common to run a small pully for more boost at lower rpm and bleed off the excess at high Rpm with a recirc or blow off valve, in which case overboost could be more than the tune/engine is set up for.

There is no free off the shelf tunes for forced induction. Oft guys do those by custom tune for cost.

I could supply you a starter tune or full tune for your SC send me a message
