CARB or EPA isn’t so focused on specifics like you are suggesting, or the government wouldn’t allow corporations to sell emission credits to other corporations.

I'll bet you don't get 170mi AND 600ft/lbs of TQ at the same time.. I was in my Fiancée's N/A Impreza the other day and this dude in Tesla comes back from a slight dig up to 60 mph (or so) just enough to get a car length ahead of me and then hit the brakes (in the other lane not mine) just to show me his car could out accelerate mine and then go back to crawling at not even the speed limit to make it the rest of the way home... I was like yes, I get it, you guys are ALMOST there.

Toyota n others put big $$$ into the tech. Toyota has all the money to make it successful if it was going to be adopted. The big problem is making fuel stations, which is much harder than installing chargers. Hydrogen is ok in general but the efficiency makes it silly compared to just charging batteries. The real benefit is range, but that problem of electric cars will likely be resolved before hydrogen would ever take off.
