Is it possible to polish a wheel lip if it didn't come like it?

I'm interested in having a shop polish some lips for me, but the only issue is it didn't come polished originally. Is it possible to remove the powder coating to a baremetal and polish them?

Any shop that does wheel repairs can have it done in no time. Probably isn't even a pile of money.
