Does this have a stock tune of will you need that as well?

ecutek software includes all the "stock" roms/tunes but you will need to purchase an ecutek ECU Flash Licience from a tuner before you can flash anything even a stock rom with or without ecutek features added.

without the flash licience all you can do is log and clear DTC codes

I see. I only ask cause everything I've seen when looking says license and tune. Haven't been able to just find a license

Any EcuTek Master Tuner, Tuner or sub-dealer can sell you a license. The license is applied to the pro-ecu kit (cable/dongle) that you will use for your tune. Once you apply a tune to your car using the Pro-Ecu program and cable, the car has a "Standard Tuning License" applied in the ECU. et voila, you have a license.
You can buy any second hand cable kit you like, but until you purchase a license, you won't be able to tune your car with that software.
