Toe arms are useful to make toe adjustment easier, stay true, and can give you a firmer bushing in a crucial location. The extra range isn't needed for most people, but IMO replacing the arms is worthwhile if you track the car and/or use sticky tires. I recommend an arm that comes with a lockout for the OEM eccentric.

For a fun street car, the Whiteline LCAs work well at a good price.

LCA's yes. Toe arms I would hold off unless you can't bring it back to spec. Strangely enough when I had my car lowered 2" I didn't need toe arms, but when I raised the car a bit so the drop was about 1" I ended up needing toe arms. Right rear toe was stuck out -0.36 degrees for some odd reason.
