My "tuning" experience is extensive but from the day when you advanced timing by loosening a bolt and twisting the distributor to just the right place and turned the trim screw on the carburetor(s) until the exhaust smelled right.
I am not for one second saying that you are wrong but simply pointing out that dyno readings are not an exact science and that there may be better ways to spend the money.
Don't forget to "set the points" (dwell) ......

When I started, tuning cars involved at least a timing gun and a 10 mm wrench to turn the distributor cap.

Unfortunately, many people still believe that tuning a N/A car without changing any of the hardware gives gains. This has changed since the 90's. Check this article:
