I say it's "normal" hood lift cause I suspect air is entering through the gap where the hood meets the headlights and the air just wants to exit through the gaps of our hood and fender.. thus lifting our hood above the fenders. My hood would lift when the little rubber height adjusters were set too low. Maybe yours weren’t fully adjusted from the factory. Try shaking your hood from where it hangs over the headlight. It shouldn’t move at all.

My hood had these problems, but I discovered my hood stops were actually set too high and keeping the corners raised ever so slightly. I turned them down like a half turn and it seems to have helped. Still solid, just sitting a bit lower. One might also be able to adjust the hood latch to be lower.
