The 11psi vacuum you are seeing is not being measured between the phantom compressor and throttle plate, which is where the phantom is measuring via the vacuum hose. I think it is being measured in the intake manifold. According to my OFT, mine sits at about 11 while at idle.

Here is a 3rd gear pull. I started at 2400rpm & just pegged the throttle.

So after compressed realignment etc, car was pushing over 4psi at 3500 rpm. This kit really is great. Few of you know, but I just switched out my turbo setup last week & installed this the other day. I think I'm going to go the direction of building my motor & doing a high HP build. I thought I would offer my kit here in this thread first to anyone that's been waiting a while etc. The tq250, with the 1.5 dump pack. Upgraded relay, everything works. No issues I have an OFT loaded with the ESC maps for 91/E85, as well as an FA20 4-1 header for sale too if you want to further boost you're power gains. PM for details.
