If your A\C is struggling that much it may be low on gas or some other issue. I live in a pretty warm climate and my a/C works fine in traffic, even before I put fan mods in
I feel like when I press the AC button and the fans come on, they are not at "full speed". Is there not a setting out there for different fan speeds?

I've never seen a fan speed setting table, it might be there just not defined

Fans are on/off.
The table with the lower values is for AC ON, the other is for AC OFF.
