The problem is the whole scale moves a bit. So if I need 18 to produce 3% accelerator at a fresh flash, that 18 I put in the tables won't consistently produce 3%.

You can't change individual tables with Racerom. You are neither changing e.g. base or overrun. You can subtract/add/multiply the overall timing using racerom. If you only want it to subtract/add/multiply at a specific phase (e.g. overrun), you need to be creative with how that map activates/deactivates - e.g. use accelerator input to decide when it's active. But as said it's not without flaws.
