Had a buddy get charged for that few years ago. He didn't go over the limit or squeal the tires, just accelerated really fast. Lipped off to the cop so he ticketed him for "careless driving".
He took it to court and the JP threw it out. He said that as long as the driver had control of the vehicle (no fish tail, spinning tires, etc) there was no law that said you had to slowly get up to speed. He did however caution my friend to not get "carried away" when accelerating.
Now, if he had a different JP then the story could have ended differently as careless can be a pretty serious charge.
