There is no way to tell from those pictures. You need to go in the engine bay and under the car to check for frame damage. As was said above find a good/great body shop that advertises they will give a lifetime warranty on any work they do. They will be thorough and check every mm for damage and be able to say if the car is worth repairing or not. A cheap shop might repair it with crap parts and the car might be horrendous for the rest of its life while a great shop would seek out all the damage and be up front that the car is not worth repairing.

Most adjusters don't do a full write-up...they leave that to the body shop. Its a rough estimate to start. Once the body shop gets in there, they do what you say--take off all the external pieces and keep digging until they don't find any more damage, then do a final estimate. An adjuster may not total the car, but it may be determined to be totalled after the body shop gets a look.

In Cali it seems to take at least 6 months to get actual tags so maybe not just purchased.

Not necessarily. The way it works is the department of insurance tells the insurers that above this level, you have to total it, and below this level, you don't have to total it. The insurance company has the option of totaling a car below the threshold if it makes financial sense. The total loss threshold is where the state insurance department says it must be totaled.

Suppose you had a car worth $10K with $8K worth of damage, but the salvage value is $5K. The insurance company could decide not to total it and be out $8K for the repairs. Or the insurance company could go ahead and total it, pay you the $10K value and get $5K back from salvage. Then they'd only be out $5K. (That's an oversimplification, but it works to illustrate the issue.) Even though the state says they don't have to total it, since it didn't exceed 100%, they can go ahead and do it anyway if it benefits them.

The only time the insurance company would be required to total that car in Texas is when the cost of repairs exceeds $10K. But in that case it would probably make financial sense for the insurance company to total it anyway, since they can just pay you the value of the car and save money.
