Usually Turbo kits remove one or both of the Catalytic Converters on the car. Usually in the headers. Going catless in the front pipe is an option for a tad more power. Most states like California that have strict emissions laws prohibit the removal of these Catalytic Converters and if even one is detected missing then you will fail smog. There are some other things as well but i think a lot also has to do with exhaust flow and 02 Sensor readings. I'm sure someone else could elaborate more. But theres a reason why there are a lot more 50 state legal Supercharger Kits and only 1 CARB legal Turbo kit (WORKS Stage 2 turbo).
