You'll likely pull the clips up with the extinguisher. The tape will let go before the clips do. It's not the worst thing that could happen though.

i used to have one mounted in the work van that way. i just screwed it down this past week after a few weeks of trying just the 3m tape. it fell down twice.

the surface area of the clips are simply not fat enough to allow the tape to really do what it does.
