Retail for EcuTek license and cable is ~$650 and I believe the CARB tune is free from Edelbrock if you contact them via email.

Roughly $4,650 for the complete kit with CARB tune compared to the $5400 MSRP, or closer to $4,350 if the EcuTek cable is included.

Shame on me, forgot about the TAX SAVINGS if purchased in California. That comes out to be about ~$486 - Makes buying a license and cable a non-issue if they aren't included.

You can easily purchase it from a retailer that is not located in California to avoid paying sales tax. I'd imagine that is what most people do.
