but seriously, if the previous owner returned everything to stock after they beat the everloving crap out of it, does it still count as modded, or does it count as stock?

Personally, I would never buy from that kind of seller. Even if the car was returned to stock. Modders are typically fools who don't know anything about proper maintenance. And hoonings.

but if you're buying used from a dealership/lot, does it count as modded if it's been returned to stock?
