I just think Subaru cheaped out and used a Mustang dyno.

I think people are reading what they want into things and we won't know the actual reality for a bit yet.
Well if you want to dig deeper the FA20 was actually rated at 197bhp in Europe

It was rated 197hp in all markets though right?

I believe they advertised as 200hp and 100hp/liter because it was 200 metric (ps) horsepower.

IMO the tiny difference is probably fuel related, and if you happened to add in some 100Ron fuel in the US model it might very well make 232hp

Though I am not fully trustworthy of it, this definitely seems like the most legitimate and accurate reason for the power difference.

Maybe Toyota paid a grand for a license and a "stage 1" tune

Maybe they are just leaving those 4hp (possibly 5hp) on the table for the 2026MY refresh.

I saw a Youtube video that quoted Toyota as saying their car weighs 15lbs less than the BRZ. That's more weight difference than I'd expect could be found in the front bumper. Where else could that weight be?

It kind of makes sense. Subaru revealed the BRZ in the US and Toyota revealed the GR86 in Japan. Justifies the difference in HP.

The new 2022 Subaru BRZ U.S.-spec model gets four less horsepower because it complies with U.S. emissions standards. Subaru of America achieved compliance with the EPA based on the emission performance of all its U.S. vehicles. It's the game they have to play.

As stE92ve mentioned, the Toyota release in Japan (and not referring to US specs) might be the reason. Most likely, additional US regulation added weight due to safety and/or emissions equipment on top of the BRZ Japan spec weight.
