I happened upon a One Take where Matt Farah was testing an AT with the JRSC. He mentioned that he felt the SC maintaining boost after throttle release for ~1.5". Is this a known behavior? If so, has it since been resolved?

That can happen if the bypass valve is damaged, leaking vacuum. With a working bypass valve boost is recirculated as soon throttle is released. A broken bypass valve can damage the compressor because of surge.

Sort of an out of the ordinary question, are quick intermittent voltage drops expected when on throttle with the C38 SC?

Really? I would of thought since the the SC takes some parasitic loss from all the pulleys like the alternator, however insignificant it may be. The volt drops are very quick and minimal during 1/4 throttle or so, dropping from ~14.4v to between 13.8 and no less than 12.8v or so then as soon as off throttle they immediately shoot back up.
