A drill wire brush goes a long way cleaning that up.
I periodically hit flanges and pipes to clean up the metal a bit. |

You can wet it with nitric acid, then neutralize and clean. It will delay the corrosion by dissolving the free irons in the surface of the material. That’s a lot of work for a part that is still going to last another 20 years with no additional work.

Muffler Stainless Steel
"It’s stainless until the rear muffler. Dunno what
grade." Mufflers and pipes are often made of 409 stainless steel by manufacturers. it has a lot less nickel so it is much cheaper. It does surface rust and will flake off but does not often get holes like carbon steel pipes. The first uses of 409 in exhaust systems was probably on industrial exhaust systems like for industrial gas turbines. Silencers for gas turbines is where I first saw it. |
