It's getting less common. Mostly botiques still charge this.

nov. 11, 2016 update
They acknowledge mistakes in sending, therefore a USPS sending to Italy was done as gift, no custom feeds might be settled here. (I hope). Only requirements is return back the part or destroy it. I destroyed it and sent a picture to David. Right part is on travel to me (now Chicago Metro, USPS facility center). RATING AAA+++ usual US QoS.
