Ehhh. I think you are reaching. A piston n rods engine will look stock. Unless different gaskets were used, nothing is noticeable. Even then, maybe the engine was rebuilt. Is that against smog rules to need to rebuild a motor?

How about dealers, then? Would they be willing to test a CARB certified modification? In NY, I take my JRSC CARB certified FRS to Toyota dealer for state inspection.

Never heard of a dealer doing smog checks in CA. I don't think people who sell cars can get licensed; conflict of interest.
